President Watts called the meeting to order at 6:20 p.m.
CITIZENS REQUEST TO ADDRESS THE BOARD ON NON-AGENDA ITEMS
Mara Reese, WHS graduate of 2020, addressed the school board on the Yale community garden. Mara helped restore the garden last year and created a handbook to guide sustaining the garden. She expressed how she would really like to see the community garden continue into future years.

DISCUSSION ITEMS
City of Woodland Boundaries and Impact of Growth on Woodland Schools
At the December 16, 2020, school board meeting Port of Woodland Commission President Bob Wile addressed the school board to consider taking a position of support for requesting the City of Woodland annex the entire Woodland Bottoms into the city to ensure growth and building are well managed to a standard, and the city and school district have the ability to assess and collect fees to offset the impacts of new residential construction in the area. Superintendent Green presented the school board with the six different options to expand the urban growth boundaries that were considered by the City of Woodland in 2019. The WQCC meeting is scheduled for January 20, 2021, and after some discussion, the board of directors would like to hear the discussion at this meeting before considering taking a position.
COVID-19 Update
Superintendent Michael Green provided current COVID-19 case numbers for Cowlitz County.
New Guidelines and Plans for Student Athletics
Athletic Director Paul Huddleston reviewed the State of Washington’s Roadmap to Recovery, which is what will be used for the regional phased recovery plan for student athletics. He explained the metrics needed to move from phase 1 to phase 2 and where we were at as a school district. He talked about the challenges with transportation, scheduling, officials, spectators, and safety.

ACTION ITEM
Adoption of Revised Plan for Return to In-Person Learning
The Woodland School District plan to return to in-person learning was revised based on the Department of Health, December 16, 2020, release of “Tools to Prepare for Provision of In-Person Learning among K-12 Students at Public and Private Schools during the COVID-19 Pandemic,” which had significant modifications of metrics that guide school opening decisions. Superintendent Michael Green reviewed all the revision details including, the education modality ranges and how they would impact 91porn. The board of directors asked clarifying questions on supports for high school students. Principal Phillip Pearson will be providing more detailed information to the board.
Director Stuart moved to approve the revisions to the return to in-person learning plan as presented.
